[sumo-dev] Example Scenarios for Traffic Lights according to German RiLS

Dear Sumo-Team

attached is a collection of two sample programs. See 
HintsToExample.{odt|pdf} for a detailed description.

One uses detectors to shorten phases (a manual implemenation of actuated 
traffic lights), the other uses a push button for green requests of 
pedestrians.

If you have questions, feel free to ask.

If you have comments/ideas on how to make the implementation better, 
please tell me.
