Hello,
this can be done with lane-area detectors: http://sumo.dlr.de/wiki/Simulation/Output/Lanearea_Detectors_(E2)
The required detector definitions can be generated automatically: http://sumo.dlr.de/wiki/Tools/Output#generateTLSE2Detectors.py
Note, that this is lane-specific and you still need to perform your own aggregation to get the congestion for the whole traffic light.
