Yip, you can work away on this model provided we have bugzilla tasks for the
work (which btw, everybody committing should have). So if you're a committer,
you can accept a patch, and if it makes sense, apply it to the model.

Nope, the IP process only concerns itself with the initial contribution.
Follow on work on this model doesn't need to have a CQ done.
