Title: Update STP codes first before you do any modification on stp

Hi all

I update most of stp projects, add  "about.html" file into all stp plugin projects and add feature.properties, license.html, epl-v10.html into all stp feature projects,

also update all feature.xml in feature projects to set every feature's description ,copyright and license declaration.

Please update stp codes before you do any modification on stp projects.
