[stellation-res] More WVCM Wiki Updates (Exceptions)

I've added a cluster of pages over the weekend, covering WVCM exceptions.
The near-term purpose of these pages is to help guide implementation work.
As such, theres an errata page (ExceptionErrata) which details various
issues that need to be resolved. These are mostly things like
"method throws exception, but no WvcmException.ReasonCode or other
explanation is specified".
In some cases, there's an RFC3253 condition name, but no directly
corresponding WVCM ReasonCode.
There is also an issue concerning copying (or a prohibition from copying)
certain "versioning properties",
in a number of methods. This applies to Resource.doCopy, and possibly
other methods as well.
Some guidance would be appreciated here :>
