At the moment, it does not do diffs on binary files.
Once the WVCM rewrite is in place, we'll likely bring back some old XDelta
code that I wrote, as a test of the new content management code, and XDelta
can do binary diffs. (The general observation, however, is that binary
diffs are often not particularly effective... Binaries are often best served
by simple compression.)
