[stellation-res] WVCM and WebDAV

From some correspondance w/Geoff Clemm, the leader of the JSR147 (WVCM)
expert group: we do *not* need to implement WebDAV. Any implementation
conformant with the semantics of the API set forward in the WVCM
proposal
is acceptable. (In fact, it sounds as if non-WebDAV might be preferred
for
reasons of simplicity.)
Based on this, I'm leaning strongly towards putting WebDAV on the back
burner. We're too small a group to attempt to fully implement WebDAV
if we don't have to. I'm not proposing that we not do WebDAV at all,
because
I think we should support WebDAV - but for now, if we can implement
WVCM, and then move on to getting things working smoothly in Eclipse,
I think that's better that spending months on WebDAV without a fully
working Eclipse plugin.
