[stellation-res] Windows Port - Progress Report.

I have now got the build/install scripts working on Windows using the Sun
1.4.1_01 JVM and compiler. I have also got the launch scripts working.

The next step is to deal with the test scripts. I have completed a first
pass over the scripts and I am now in the process of shaking them out. So
far, most problems seem to be associated with using Firebird on Windows and
the traditional problem of ensuring that file paths are generated properly
for both Windows and Unix platforms.
