[stellation-res] Bugzilla 31589 - Documentation updated

I have just checked in updated documentation for
building and installing the core Stellation components,
using the build-core.xml file checked in on 4 March,
per Mark's request.

Note that this documentation (and build procedure) will
probably be superseded soon by the procedures Jonathan
Gossage is developing.  Nonetheless, it's still important
for the posted documentation to match the currently-posted
build files.

I have also uploaded a new file to the website, describing
Feature Packaging issues for Stellation.

The new CVS version has been tagged as Bugzilla-31589-docs.

Modified files include:

org.eclipse.stellation/doc/index.html
* Commented out entries for obsolete files (build.html and install.html,
  both in plugins/org.eclipse.stellation.core)
* Updated entry and link to 'Core Build and Installation' file
  (now up to date)
* Added entry and link for new Feature Packaging document.

org.eclipse.stellation/plugins/org.eclipse.stellation.core/dev-install.html
* Revised to conform with current build-core.xml build/install/test procedure.

org.eclipse.stellation/plugins/org.eclipse.stellation.core/build.html
org.eclipse.stellation/plugins/org.eclipse.stellation.core/install.html
* Both moved to newly-created folder
  org.eclipse.stellation/plugins/org.eclipse.stellation.core/obsolete
  for possible future use.
