[stellation-res] Another fix: 31370, aka 30515 the sequel

As Jonathan noted in his check of 30515, I did not remove the
Integer-based BranchSpec constructor, which left a bunch of lingering
redundant Integer wrappings scattered around. With 31370, I have
fixed this omission.
The patches for the fix are in attachment 3372 to the bug report.
Again, this is a very simple change. Could someone please take a look
at it?
(By the way, I encourage any lurkers out there: helping audit
changes is a great way to start getting involved! If you're at all
interested, and you have some free time, please don't hesitate to
take one of these patches from bugzilla, check it, and send your
confirmation or criticism to the list.)
