[stellation-res] 2003-01-20 current build

is now available. This includes cli, core, remote and unittest
plugins. The standard tests can now be run locally (the default)
or remotely, as described in doc/install.html and doc/build.html.

The perl script used to start and manage the server, as well as
associated boot startup scripts have been deleted, as suggested
by Mark Chu-Carroll. See section on running the tests remotely
at the end of doc/build.html to see how to start up the server.

The tests were run both locally and remotely under Linux using
postgreSQL.
