[stellation-res] 2002-12-11 current build

I just posted today's current core build. This incorporates
 source reorg that Mark just checked in.

I had only to change a couple of lines in build-core.xml, as 
running build in clean directory uncovered a missing dependency,
and some extraneous code (not related to any of Mark's changes) 
that could be deleted, as it caused a needless copy of svc.jar 
to be created. 

Back to work on firebird ...
