[stellation-res] Big Checkin 
I just checked in a big batch-o-stuff. It passes the ACL unit tests,
the merge unit tests, and all of the ant script tests.

It includes:
- The initial separation of the command line into a CLI component.
- Modification of the AbstractDatabase to allow database creation and
  destruction.
- Changes to the ACL unit tests to allow them to run independently, and
  to expand the text fixture to prepare it for a remote-access version,
  and to set it up for use as a basis for workspace independent
repository tests.

The checkin is tagged MCC-2002-12-11-v1.
