[stellation-res] Flexible projects in Eclipse

The Eclipse team charged with developing a solution to the requirement for
more flexible project structure have just tabled a document that describes
their proposed solution. The solution is scheduled for implementation as
part of Ecipse 2.1 and has several provisions that directly affect Team
providers who are expected to, at least, be tolerant of the new facilities
and who may choose to fully support them
