[stellation-res] checkin: script tests now self-initializing, executable

Revised script tests so they are now self-initializing, so that
the tests directory will be left unchanged if all tests run
successfully, and only leave changed files if a test fails. This
required the most changes to tests 1-4, and required changing 
many directories and adding a few new ones (many SVC relic 
directories that had been wrongly added were deleted).


Simplified some of the unix shell scripts to assist in writing an
Ant version.

Moved the tests of the executable property from test13 to new
test14, so test13 should pass on all platforms, test14 only on unix.
