I filed what a bug report about the timing issue against the IBM 1.3 JDK, and
got back a response pointing out that resolution only to within a second
is promised (see javadoc for java.io.File.setLastModified(), so this is
not a bug.

I have just opened Bugzilla 24322 about this.

Jonathan's suggestion to push back the clock a couple of seconds when appropriate
seems a good solution. Mark is of the opinion that this is not really a problem, so
we may need some more discussion before changing the existing hack.
