With one minor problem (you forgot to update the LinkArtifactAgent, which doesn't get run on windows), it passes the script tests on Unix. I'm still plowing my way through the unit tests to figure out what in the workspace changes broke them, so I can't check it against the unit tests. I'm going to go ahead and check it in, and then try to merge it with my own changes-in-progress. I hope to have a very basic version of the ACL stuff ready this week.
