[stellation-res] Revise specification and implementation of get and set

I just added documentation for the get and set commands to the guide. In the course
of doing this I updated these previously undocumented commands to have a more
reasonable specification and implementation. Property now has fields 'inherit',
'name' and 'value'. Get now takes --options=format to let you format the output.
This is needed since property name and value can be arbitrary strings.

I also changed merge test test6 to reflect new definition.

I also updated the guide. I believe it now complete, and will try to give it
a very careful reading soon. Your comments and suggestions would be appreciated.
