You can always use telnet.

Issue telnet <host> <port> from the command line. If you get no connection
or something like that fast it is likely that there is no service. If you get
a timeout it is likely that there is a firewall blocking access and if you
get connected quickly ... well, then then there is no firewall ;-)

Alternative Path: Talk to your network admin.
