Plans, yes. Implementations, no, not yet. One of the things in the Bugzilla yet-to-be-implemented features list is a dump/restore utility. The intention is for the restore function to be extremely flexible about coping with missing/out-of-date data. So, if there's no ACL in a restored database, it'll use a reasonable default.
