[stellation-res] Checkin latest workspace changes

I just checked in latest workspace changes:


Change project signature to be string with MD5 checksum.
computeSignature() computes the signature, getSignature()
retrieves it.

Add comments starting with TODO JG.n to indicate suggestions
from Jonathan Gossage's workspace code audit. These are to be
be addressed later

Drop use of return codes, using exceptions instead.
