[stellation-res] Website Update in progress

A major Stellation website reorganization is now in progress.
Things will be flaky for a few minutes and should then settle down.
We've tested the new content locally, and everything seems to work.
However, there may be some glitches during the update
(and of course, I may not have caught everything).
Please report any issues you find.
Suggestions for changes or new content are always welcome, of course!
Here is a summary of the changes:
* General website reorganization. Revised project home page; adding
"About Stellation"
and "Get Involved" sections and keeping other items at top level.
* Added a number of Roadmap pages and more details about our research
agenda.
* Added a "What's New" page and a "Team Members" page.
* Created stellation_style.css stylesheet and updated most pages accordingly.
