IMO this cannot work. Kepler SR1 is not released, yet.
http://wiki.eclipse.org/Kepler/Simultaneous_Release_Plan#SR1 is telling:
“The 'promote period' (9/23 to 9/26) will be the time projects put final zips and repository artifacts in their final release location (but, without
displaying them or making them visible to p2) so they can propagate through the mirroring system (but not generally be "visible" to end users or p2, so that there really is a "simultaneous maintenance release")”.
I’m not sure if your mirror script is identically to the ones which Eclipse is providing for their “mirror” clients.

I also posted this on the cross-project-issues-dev list, as it can show an inconsistency in the staging Kepler SR1 repo which might require a respin.
