Hi Jian,

A major part of the project proposal is about using mDNS for the Physical Web, so for this, there is no need for beacons.
But you are right, for the location-aware parts, a beacon is required for development.
You could either buy existing beacons (https://www.blesh.com/product/blesh-pack-3-beacons/), simulate them through software on a Raspberry Pi with a BLE dongle or use something in between by using programmable dongles like https://learn.adafruit.com/google-physical-web-uribeacon-with-the-bluefruit-le-friend/getting-started

If you submit the project and get accepted, I am sure that we will find a solution.
