thanks for your interest in in social snippets. There is a bug for this gsoc idea in Bugzilla [1] that briefly discusses the idea. It's also a good starting point to ask questions after you made the current code work on your system.

I went through the ideas page, and found "Social sinppets idea" under the code recommenders category interesting. Creating and sharing code snippets among fellow developers would be a nice way to learn and create effective code from API's. 

As far as my experience are skills are concerned, I know c/c++ and good in java, have been using Eclipse for more than 2 years on linux (an open source enthusiast). Familiar with Eclipse's PDE also. These days busy in analyzing the code recommenders plugin code. 
So, I would like to get more insights about the idea from the mentors.
