In the meanteame it was turning out that the content of ipp-toc-generator was
developed by SunGard. Therefore I've included the sources in the GIT repository
and adjusted the build so that it is compiled as the first project and can be
used during the build.

@Sharon: Unfortunately I've found no way to adjust the description of this CQ.
Could you maybe remove the ipp-toc-generator entries?
