I've read your link and your request makes perfect sense.
I don't know if I'm the best person to ask the Planning Council, but at
worst I could do it since I'm on the mailing list.
But before that, according to the procedure (*), "the Project's PMC must
approve the request for an exception" (because that's the PMC's
representative to the Planning Council that will make the request). So
I'm going to send an email about that first.
