[soa-iwg] Draft update of the charter

Please see attached an updated draft of the IWG charter – the key goal is to make the charter more welcoming to organizations wishing to participate and benefit from working on a subset of the 3 main areas (tools, deployment and runtime).  And, to do this while ensuring a high degree of use and compatibility of the SOA Package.

 

I fear it may still be a bit wordy – but feedback is welcome on the changes before getting into the final wordsmithing.
