One assumes that everyone was informed that charter
changes will need to go back into the loop for board
approval. I would advise a delay in updating the
charter further until some traction has been achieved
by the project and there is an eminent requirement for
the change.

Otherwise it looks as if the group were not thorough
enough in seeing this requirement from the outset.
