[rt-pmc] Feature version range policy

Hi,

ECF intends to relax its feature version range policy to compatible*
[0] starting with its upcoming ECF 3.4 release. For a technical
discussion about the pros and cons of more liberal feature version
ranges please read [1].
What we want to know is though, if the RT-PMC objects to this changes
because it violates RT guidelines.

* compatible : The version will match major only.
1.2.3.abc -> [1.0.0,2.0.0)
