here is my proposal as to which parts fall under what category
1. since we plan to deploy (ie. included in download) the BDB as part of
SMILA
i recon it is pre-req non-exempt.
currently there is no substitute for the BDB but there might be in the
future
and hence may then be a works-with dependency.
2. the dependencies of BDB/BDX on 3rd part libs are also pre-req non-exempt
except for the MS C++ runtime libs, which i guess are exempt due to their
pervasive nature.
these are the only conclusive guess i could do for the questions at hand.
but maybe it is not so...
