Hi,

I'm proposing that we postpone the release for one week. New release date would be July 24th.

This comes after some discussion with Jeen and with Ontotext about getting the new transaction settings feature completed for this release (https://github.com/eclipse/rdf4j/pull/2351).

Is this ok with everyone?
