[rap-dev] RAP 2.3M0 build for Luna M4

Hi team,

I know we are releasing our final RAP 2.2.0 at the same day as Luna M4, but our contribution to Luna M4 has been upgraded to RAP 2.3.

I don't expect large differences except our Equinox target that is Luna-based (and not Kepler-based any more), because most of the commits in the last weeks were related to releng/build. Because there are only minor changes, we start with a "M0" this time.
