Photran looks fine, cdt.compilers looks fine, and environment
management stuff looks fine.
I don't see the Synchronized Fortran Project wizard...?
Aside from the multiple menus and persistent green positioning
lines, e4 is behaving reasonably well.

testing/maintenance commitment (I'm trying to contact the
