Thank you for keeping the bug report. The workaround using "external tools"
is quite clear. The variables in the "external tools" seem to be a bit
messy, but this is another problem. Additional to a 'CVS Editors' external
tool configuration it seems that a "CVS Login" and "CVS Logout"
configuration for each repository is also needed. All this can be done, so
as an intermediate solution this is helpful.
We're considering to add (some of) the functionality described in the bug
report to the CVS client and have some budget for this. Does the keyword
"helpwanted" in the bug report mean you'd be looking for a contribution?

There is no current plan to add this functionality in 2.1 but there is a
bug report (http://dev.eclipse.org/bugs/show_bug.cgi?id=26805). The Eclise
CVS FAQ also mentions a workaround for invoking the cvs command line as an
external tool to list the editors (the example shows the watchers but
editors would be done in a similar way). The link to the FAQ is:

We've tried edit/unedit in conjunction with "checkout read-only". The
existing functionality looks good.
However, using edit without a chance to see the other possible editors of a
file doesn't really make sense.
We've been using edit / checkout read-only before using Eclipse as a kind
of soft-lock. Developers were to check for other editors of a file before
submitting their edit command. This scheme worked for us, but the extra
step of manually checking the editors of a file before submitting an edit
was rather cumbersome.
It would be very helpful if this extra step could be done automatically in
the Eclipse CVS client, that is before an edit is submitted, check for
existing editors and if there is at least one, show them to the user with
the option to cancel the edit request.
Is such a feature already planned for the CVS client?

Support for "checkout read-only" and cvs watch/edit has only recently been
added to Eclipse (post-M3 stable build). You choices are to wait until M4
is declared or, if you are daring, you can get the latest integration
build.

Hello:
I searched through the archives, but wasn't sure that I had the whole scoop
on this:
When I check out a project from CVS, the files are *not* read only. I would
like to be able to check out read only (as in the dialog box selection in
WinCVS for example) but I can't seem to find a way to do this. Since
Eclipse doesn't see env variables, I can't set CVSREAD, and so I am
stymied.
Is there a workaround?
This is pretty essential in my group, as we all rely on strict locking.
