The PessimisticProvider is a valuable lightweight provider that allows
people to test *as if* there was a repository provider such as ClearCase,
etc. connected to the IDE.
This was originally developed by Rational and has since been donated to
Eclipse. However, it hasn't yet been moved to dev.eclipse.org. We would
like to now do so under the Team (VCM) component. Jed Anderson (OTI) has
been maintaining the PessimisticProvider for some time now and deserves
commit rights to it in its new home.
Thus our proposal is for Jed to be given Team commit rights so he can
continue work on the provider.
