re: [platform-vcm-dev] top-level menus for different CM providers

The Team team and Desktop/UI team are looking into a "Team" pulldown menu
which providers could contribute to. However, the problem is more
complicated than the Team popup menu because there is no provider nature to
filter the actions on.
We would like to avoid each provider contributing their own pulldown since
the menu bar would be quickly cluttered. There is a corresponding issue
with global action sets (ie. toolbar buttons).

I believe yes because the IDs would be different.

This would improve consistency otherwise there is likely to be a "Team"
context menu and a "Provider ABC" global menu. It there are no global
actions I believe this menu will still appear. Not sure it that is useful.
If each provider calls their global menu "Team" I believe it will appear
multiple times.
