[platform-vcm-dev] Merge released to HEAD

The first cut of the Merge functionality has been released to HEAD. It is 
similar to the support we had in the VCM codebase.

Some notes:

1. Copying right-to-left on an incoming deletion does not delete the local 
file. Same thing in the sync view. Bug 8515.
2. The UI in the wizard will be reworked shortly to help the user some 
more. The wizard (as it was in 1.0) is very confusing to most users.
3. Log bugs to VCM.
