Decorators are not "on" by default.

I synchronized with the latest team code today and am running on the 12/19
integration build.
When I run eclipse with team, I can successfully connect a project to the
file system example, and I can see its property page, but I do not see any
decorators when I get, put, or dirty a file.

I set breakpoints in the decorator code and they do not fire.

What am I doing wrong?
