[platform-update-dev] Voting for a new committer: Dorian Birsan

I would like to put a new Update committer for a vote. Dorian Birsan
(birsan@xxxxxxxxxx) was the Help component lead from the beginning of
Eclipse. He has proven himself as a responsible and dependable committer
through several Eclipse releases. He is now focusing on Install/Update
component and needs to be granted commit rights in order to be productive.

Please cast your votes. As an Update comitter myself, I am casting my first
vote: +1. We need two more and no objections.
