[platform-ui-dev] Platform UI project lead: vote for Paul!

I have resigned from IBM [1] and while I intend to keep my commit
rights, the Platform UI project needs an effective project lead. I
would like to propose that Paul Webster be the new Platform UI lead.
According to [2], new project leads must be elected by the project's
Committers.
