[platform-ui-dev] JavaDoc changes

For a bug in data binding that Tom found too late to get it fixed for
3.5.1 we decided to put in a JavaDoc change for tonight's build. See
https://bugs.eclipse.org/bugs/show_bug.cgi?id=278550

Kevin, can you do a build submission (or let me know by 7 pm that you
didn't)? Thanks! Two plug-ins should be affected,
org.eclipse.core.databinding and
org.eclipse.core.databinding.observable.
