[platform-ui-dev] Build Submission for I20090309-0100

(this includes what was intended for the 20090308-2000 build where the
submission failed)
The map file has been updated for the following Bug changes:
+ Bug 198971. [CommonNavigator] Provide extension schema for setting
help ID (FIXED)
+ Bug 213645. [RCP] Requesting programmatic hook to create view folders
that remain visible after their last child is closed (FIXED)
+ Bug 256316. [EditorMgmt] getImageDescriptor() is not thread safe, has
race condition (FIXED)
+ Bug 258192. [DataBinding] Observable for objects the use JFace's
IPropertyChangeListener (FIXED)
+ Bug 264323. [CommonNavigator] CommonDragAdapterAssistant should be
allowed to opt out of a drag (FIXED)
+ Bug 267560. [EditorMgmt] Javadoc inconsistent for
EditorManager#findEditors (FIXED)
