Yes, please comment in the platform UI bug for general layout/extensibility issues with the about dialog.
If you are more interested in commenting on the proposed changes in the p2 workflow:

Huh, I could have sworn there was a bug report mentioned in that wiki
page. Comments on the workflow in particular should go on the wiki
while comments on the extensibility of the about dialog in particular
can go on https://bugs.eclipse.org/bugs/show_bug.cgi?id=246875
