I've just released a fix in HEAD for
https://bugs.eclipse.org/bugs/show_bug.cgi?id=72489


which changes the layout data for the
dialog area of an ErrorDialog, so that resizing the dialog grows only the
details area, and not the top area.

This change has been requested by many,
but we didn't release it for 3.3 because it could affect clients subclassing
ErrorDialog who relied on the old behavior.

if you subclass ErrorDialog and annotate the bug if this presents a problem
for you.
