[platform-ui-dev] [CN] 'commonWizard' ext pt moved to org.eclipse.ui.nav

Extended Team:

In an effort to consolidate the extension points of the Common Navigator
framework, the 'commonWizard' extension point has been removed from
org.eclipse.ui.navigator.resources and transplated as a child element of
the org.eclipse.ui.navigator.navigatorContent extension point. This will be
its permanent home.

Only clients with dependencies to this extension point are expected to have
to react. As part of this change, a new
org.eclipse.ui.navigator.WizardActionGroup has been cleaned up and promoted
to API to allow clients to take advantage of declarative, context-sensitive
new/import/export wizards in their own menus. The resource navigator
already takes advantage of this ability for producing New/Import/Export
options. Clients will be able to extend these options as they need.
