Yes,  I should've mentioned that.   There is a property change event  
fired for all listeners registered with the workbench page via  
addPropertyChangeListener().  The event is of type  
IWorkbenchPage.CHANGE_WORKING_SETS_REPLACE and old/new values are the  
old/new arrays.
