Hi,
It´s a RCP Application with a very simple UI.
Closing or resizing views is not required.
I found a Bug about this:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=49811
I think my problem is resolved!

possible could you provide a little information about the following:
why do you want to do this?
what you expect to happen when you drag a view?
what type of application need this?
I
know some of these might be obvious answers but if you don't mind please
provide as much information as you can.
