Scott,
I suspect you're not the only one who prefers the button.  We'll consider 
adding it back.
For opening new windows, use Window / New Window, then switch the 
perspective.
Our preference is to decouple the action of opening a window (creating a 
new working context) from switching the perspective (choosing which layout 
you want for your working context, which may change).
Does this work for you?

Well, I've gotta comment...
I for one, really miss two things:
1) The little icon at the top of the perspective bar that let you quickly
"switch to". I don't like having to go to the Perspective menu and choose
"Change to". Can we have the icon back?
2) I *really* want the "open in a new window" option back. I *vastly* 
prefer
to have separate windows for each perspective, as I like to navigate 
between
them with the keyboard (I have an office keyboard with an "application
left/right" key that does pretty much what alt-tab and alt-shift tab do 
w/o
showing the little window, and I really like using it ;)
