The build scripts fetch orbit bundles
from a local mirror because it's faster than fetching them from download.eclipse.org,
which tends to have timeouts.  Anyways, the new Orbit build wasn't
on the local mirror yet so it couldn't fetch the junit 4 bundle.  I've
fixed this and started another build.
